The end of the “agency”
Two decades ago the concept of Independent Living was created to include people with disabilities into typical community life without caseworkers, bureaucrats, programs and agencies. Although organizations that provide services to people with disabilities may maintain an Independent Living Philosophy, ultimately, they are agencies involved in the lives of people with disabilities.
Today the success of the IL movement is evident in the changing philosophy of organizations serving people with disabilities: consumer control, dignity of risk, and consumer representation on directing boards. Public funds flow into agencies that provide services to people with disabilities, and in many cases, people with disabilities remain dependent on an agency or turn to an agency rather than using the resources available to all citizens, with and without disabilities.
The How To Place represents that step away from government-supported agencies. The How To Place is YOUR place. A community resource where you can achieve your goals, not the goals that caseworkers and agencies are paid. The How To Place is not an agency. There are no caseworkers, bureaucrats and agents at the How To Place to tell you what you should do. The How To Place is a community-gathering place where you may find “how to” accomplish what you decide.
What is the How To Place?
- The How To Place invites people with and without disabilities to a truly integrated environment to achieve the true aspiration of the Independent Living Movement: equality.

What Does the How To Place Have?
